Peer Review Policy
The International Journal of Information Technology and Computer Engineering (IJITCE) is committed to maintaining high standards of academic quality and research integrity through a rigorous peer review process. The journal follows recognized scholarly publishing practices to ensure that published research meets appropriate standards of originality, relevance, and scientific contribution.
IJITCE adopts a Double-Blind Peer Review system, in which the identities of both authors and reviewers are kept confidential throughout the review process. This system supports an impartial evaluation of manuscripts based on their academic merit.
Double-Blind Peer Review
Under the double-blind peer review model:
· The identities of authors are concealed from reviewers.
· The identities of reviewers are concealed from authors.
This review model helps promote fairness and reduce potential bias related to an author's institution, nationality, academic reputation, gender, or personal background.
Peer review is an essential component of scholarly publishing and serves to:
· Assess the quality and credibility of research.
· Improve the clarity and scientific validity of manuscripts.
· Help maintain the integrity of the academic record.
Manuscript Evaluation Process
All manuscripts submitted to IJITCE undergo a structured editorial and peer review process consisting of the following stages.
1. Initial Editorial Assessment
Upon submission, manuscripts are evaluated by the Editorial Office and Editor-in-Chief to determine whether they:
· Fall within the scope of the journal.
· Meet the basic quality and formatting requirements.
· Comply with the journal’s ethical policies.
· Are suitable for further consideration following plagiarism screening.
Manuscripts that do not meet these requirements may be returned to the authors for correction or rejected without external review.
2. Plagiarism Screening
Manuscripts may be checked using plagiarism detection software to assess originality and identify potentially unacknowledged similarities.
Manuscripts containing unacceptable levels of similarity or evidence of plagiarism may be rejected in accordance with the journal’s Plagiarism Policy.
3. External Peer Review
Manuscripts that pass the initial editorial assessment are sent for independent peer review, normally by at least two qualified experts in the relevant research area.
Reviewers are selected based on their academic expertise, research experience, and familiarity with the subject matter of the manuscript.
The Editor-in-Chief may invite additional reviewers when further evaluation is considered necessary.
4. Reviewer Evaluation Criteria
Reviewers evaluate submitted manuscripts based on criteria that may include:

· Scientific and technical quality
· Methodological accuracy and appropriateness
· Relevance to the journal’s scope
· Clarity of presentation and organization
· Significance and contribution to the field
Reviewers provide comments and recommendations to assist the editorial team in making an informed publication decision.
5. Editorial Decision
Based on the reviewers’ reports and editorial assessment, the Editor-in-Chief or Editorial Board may make one of the following decisions:
· Accept the manuscript.
· Accept with minor revisions.
· Request major revisions and resubmission.
· Reject the manuscript.
The final decision regarding publication rests with the Editor-in-Chief.
Review Timeframe
IJITCE aims to complete the peer review process within approximately 1 to 3 weeks from the date of submission. This is an estimated timeframe and may vary depending on reviewer availability, the complexity of the manuscript, and the number of revision rounds required.
Confidentiality
All manuscripts submitted to IJITCE are treated as confidential documents. Editors and reviewers must not disclose information regarding a submitted manuscript to unauthorized individuals. Information may be shared with the corresponding author, assigned reviewers, editorial advisors, or publisher when necessary for the editorial process.
Reviewers must not use unpublished information from a manuscript for personal research or advantage.
Ethical Considerations
The editorial team of IJITCE follows recognized ethical practices in scholarly publishing. If plagiarism, duplicate submission, data fabrication, falsification, or other ethical misconduct is suspected during the review process, the concern will be assessed in accordance with the journal’s Publication Ethics and Plagiarism Policies.
Appropriate editorial action may include rejection, correction, expression of concern, or retraction, depending on the nature and severity of the issue.
